So there has been some comments regarding the true nature of this boat and the agents on it. I'm going to throw this out there: Visur
1. Regarding the type of boat being common US military, it is also commonly available in Northern California. The obvious nature of the craft would misdirect attention away from the origin of the crew.
2. The audio from this video is missing. Being able to hear the language of the agents would have been a dead giveaway.
3. Devra is intent on taking down Niantic, which would provide motivation to distribute material designed to appear as Niantic, yet be coded with an XM virus. The source of the Alignment Virus may very well be Devra's team (Visur).
4. Visur has a team in place to create XM constructs and has Hubert Farlowe as well as other resources available to easily imitate the NIA.
These things considered, I find it harder for IQTech or Strategic Explorations to fit this role the way Visur does. Continue seeking the truth!
