If players could upgrade an existing mod within the same class of mods, i.e. common shield> rare shield> very rare shield, it would be make more sense. You could still limit a player to 1 mod per portal.
The ability to upgrade mods also increases diverse player involvement.
Being stuck with another player's common shields is a non-starter.
I agree with Jake Apperson comments. I am the only Resistance player in my city and one of the L8 Enlightens will swing through every now and then and take my stuff out. I'm hosed the next time they do. It will be a walk in the park for them after that.
Or heck let us deploy over an existing item.. who cares? The ones deploying over another are all on the same team.... I never got the point of that. I can't take down someone elses shield to put up a better one or swap for a turret whatever... why not?!

My 2 cents on the "issue" at hand: all really boils down to "a lone wolf should be able to destroy things made by another lone wolf". Before this change, the defendant had a vastly superior advantage over the attacker in the form of multiple deployable shields.
Frankenportals with 4 VR shields made by an individual alone are commonplace in my area and believe me - it sucks when you have to attack a beast like that all by yourself. Teams will always have the upper hand against individuals, so this is no big deal either.
I am the only resistance player in a small town owned by 2 L8 E's and a few lower level E's as well, until L5 i was doing no damage to ANY of their portals, and while i agree that allowing only one portal shield makes it easyer for ME to take portals, it makes it harder for ME to DEFEND them, but we will have to see...
I would prefer if only certain mods were restricted such as VR shields while non-defensive items such as multis & heatsinks were still unrestricted. Either that or make it similar to resonators, the higher level a portal, the less mods per agent can be deployed. L8 portals already have 8 agents so 4 VR shields wouldn't be hard, and it's not going to be common to put 4 VR shields on a L1 portal
This actually does make a big difference to me immediately as I've been being link amp trolled and stalked by an anonymous person that only plays at my house and trolls my portal and now ones around my house in a circle, with link amps. Now at least they can't troll me with 4 link amps on every portal, every day, anymore.
My family plays as a team and this does not hinder our game play at all. We rotate deploying resonators, upgrading and linking. This is great for us with the exception of upgrading mods as Scott Ellison pointed out.

Already -1 the concept. Most portals in non-city areas only have a few players on each side that actively play, and not in gangs. It's already hard enough to get a portal above L5 on your own and L8s are a real challenge without a strong collective effort. Ap is one thing but only being able to add one mod makes mods irrelevant...particularly if portals change hands frequently. If I can only get one mod on before the opposition takes it down the effect of multiple mods never becomes a factor. As it is, a single mod is basically ineffective in many respects.
Joe Philley with this change, it would make more sense to have a dedicated channel for talking about a specific portal. You can implement it as leaving a message on a portal, or allow it to be tagged in comm messages AND give us filters on the comm. Whatever you feel best.
I got no problem with collaborating (even though being a solo agent in a minor faction. I just need better tools to do so.

At least, now lone wolf playing is balanced.
